The early 1990s, and then 1996
AmCham in Uzbekistan can trace its roots to the early 1990’s when a group of primarily US companies started the “American Business Council” in Tashkent. Eventually, the group saw value in forming an independent legal entity in Uzbekistan that could represent foreign business interests on a national level and help facilitate greater trust and business relations between Uzbekistan and the USA. In 1996, their vision became a reality.
While AmCham began as an association comprised primarily of US-based companies and organizations, it has since transformed into a group with members from all over the world. The organization is currently at its highest membership total since its founding, at well over 100, and remains the only registered independent business association in Uzbekistan.
Their about page dates the chamber to 1997 and their history page dates it to 1996. Both sentences are theirs and both are printed here as they stand.

The nine-member board is diverse and includes citizens from the USA, Uzbekistan, Turkey, Georgia, and the UK. AmCham’s goals and activities are determined by members through participation at AmCham events and by expressing their ideas and concerns to the Board. We focus on issues important to our members.

What they gather for members
Documents they collected rather than wrote, under the titles they gave them. The files stay on their own site.

Their Code of Ethics and Business ConductOrganized in 1997. Or, on their history page, 1996.
Both sentences are theirs and this site prints both, because choosing one of them would be writing a fact this chamber has not written.
